INTRODUCTION LETTER

European Union started to be a simple market aiming to ease economic transactions. The progressive weakening of borders was also convenient to free trade and to face competition of the few great Countries of the world.
European Union involved for a better functioning the creation of an entity above Nations involving increasing supranational Government and Parliament and eventually members of the Union felt obliged to adopt a Charter of Fundamental Rights of the Citizens far from the initial economic target of European Community.
Paradoxically Liberalism has created for economical reasons a Nation above Nations as many Philosophers in favour of Union of Peoples and Countries for welfare and Peace have always wished.This represents for us a deconstruction of Nations, which generated spirit of hatred and Wars. This permits in a European Union perspective to make new analysis of History cleaned of Nationalist prejudices and review a certain numbers of events free of traditional aggressiveness of Nations with the target to determine the causes of violence in order to underline the mechanism of Peace instead of valuing wars which used to provide a too big part of National identities.
The Society for the Promotion of the European Human Rights Model Abroad was created in the second half of 2009. Its mission is the promotion of the knowledge of the Charter of the Fundamental Rights of the European Union out of its territory by means of media and education events, artistic works, articles and communication with the representatives of foreign countries whose policy in the field of Peace and Welfare towards their citizens seems improper.
This decision was made because we think that the European Charter represents a substantial progress as compared to the Declaration of Human Rights of the United Nations by the facts it also mention Rights in everyday life of Citizens and because in many countries most of the citizens are far to have similar "expectations" as those included in the Charter in the field of Union of Peoples, Welfare and Peace.
Peoples often accept their life conditions when they may ambitions similar to those contained in the European Charter. As a matter of fact the articles of the Charter include positive aspects regarding the economic, social, legal and democratic welfare of the citizens and respect of minorities.
We must notice that even in Europe, we are far in many countries from the expectations included in the charter in the field of welfare and social Justice.
As Member of the French Socialist Party, I do think that we should continue our fight for welfare in Europe and prevent any attempts of Social regression. We may notice a deep gap between the generous principle of the Charter and the effective policy of the European Commission and from National Governments; however this Charter is nevertheless constitute a substantial progress as a reference inside and outside the European Union.
The new Europe spirit might be a referential light for the world regarding democracy and social policy but has not the diplomatic representation it deserves in line with its ideas because of an evident gap between its executive line and its principles.
We could fear that the new diplomatic organization of European Union may limit its mission to usual relations between countries without willingness of interference in other countries in matter of social Justice and Peace because Europe Union is still too much under influence of its sole initial economic target. The right of interference should not stop to conflicts but must also concern welfare as we may see in some emerging countries, which still utilize people as quasi or real slaves.
Economy may jeopardize the general welfare by building short term precarious profits of a few at the expenses of most of the others and some European Governments as in France tend to follow this trend by regressive reforms. Without State interventions, the international crisis may involve the leveling of the world by poverty as a result of a dominating mechanical economic system supported by Liberalism.
European citizens should completely take the control of the European Union far from its sole initial economic mission. Economics should be totally rethought if we want to preserve the ecologic vital balance of earth and expand a lasting welfare.
Evolution in many countries will not be obtained by unilateral decisions of leaders but by pressure of their duly informed citizens in the field of social progress obtained elsewhere and of the know-how to obtain it.
We notice that the Peace process in Middle East could have been boosted if the countries of this area including Israel had social and human criteria similar to those of the NEW Europe. In other countries as Brazil most of citizens accommodate with high poverty and intolerable economic discrepancies in particular by lack of references from outside and remain prisoners of the past more than they think.
Europe have currently reached a wise situation in the field of Human Rights after having been exhausted by the worst possible events on earth: wars, genocides, hatred, racism and today bad temptations as fascism and Nationalism come back in Europe when as soon as times become difficult.
Instead of listening Aristide Briand and Gustav Stresemann we have preferred to give them the Nobel Prize of Peace and make war instead of choosing Peace itself when it was still possible.
Europe was built trough conflicts and hatred, e.g. its bimillenary Anti-Semitism, Nationalism, Fascism and similar ideologies, which led to paroxysmal destruction phases as wars and genocides; for example only 12% of Jewish world population remain in Europe as compared to 70% before 1939.This is a good indication that civilization may collapse at any moment. More recently Europe witnessed and may have eased Genocide in Rwanda with a total lack of reaction and intervened too late in former Yugoslavia to stop the minorities' slaughters.
May we permit all countries to reach the current positive aspects arising from the Charter of Fundamental Rights of Europe to be applied literally in avoiding them to experiment its awful History and current mistakes?
