I-The Horrible indelible legacy of old Europe
Europe has currently reached a mature but still precarious situation in the field of the Human Rights after having been exhausted by the worst possible events on earth: wars, genocides, hatred, racism, but today bad temptations as fascism and Nationalism come back in Europe as soon as difficulties appear.
In the recent History, instead of listening Aristide Briand and Gustav Stresemann, Europe had preferred to give them the Nobel Prize of Peace and make a war involving the death of 65 million of people throughout the world.
Europe was built trough conflicts and hatred, e.g. its bimillenary Anti-Semitism, Nationalism, Fascism and similar ideologies, which led to paroxysmal destruction phases as wars and genocides; for example only 12% of Jewish world population remain in Europe as compared to 60% before 1939.This is a good indication that civilization may collapse at any moment.
II -Start and evolution of the European Union
European Union started to be an economic association aiming to ease commercial transactions. The progressive weakening of borders was also convenient to free trade and to face competition of the few great Countries of the world.
The European Union includes now a kind of supranational Government, the European commission and eventually members of the Union have adopted the Charter of the Fundamental Rights of the European Union far from the initial economic target of European Community, which have become legally binding and enforceable by the treaty of Lisbon of 2009.
II-The outlook of the Charter of Fundamental Rights
Paradoxically Liberalism has created for economical reasons a Nation above Nations as many Philosophers in favor of Union of Peoples and Countries for welfare and Peace have always wished. This might be viewed, with evident resistances, as a deconstruction of Nations, which generated the spirit of hatred and of Wars.
This also permits, in a European Union perspective, to make new analysis of History cleaned of Nationalist prejudices and review a certain numbers of events free of traditional aggressiveness of Nations. We may thus determine the causes of violence and value the mechanism of Peace instead of wars traditionally utilized to build the national identities.
III-The Society for the Promotion of a European Human Rights Model
The Society for the Promotion of a European Human Rights Model was created in the second half of 2009. Its mission is the promotion of the knowledge of the full aspects of the Charter of the Fundamental Rights of the European Union in and out of the European Union to give peoples references for comparison and requests, when their Governments neglect Peace and Welfare.
We think that the Charter of Fundamental Rights of the European Union represents a substantial progress as compared to the Declaration of Human Rights of the United Nations by the facts it also mention Rights in everyday life of Citizens such as social protection, health protection, welfare, employment in dignity and respect of the rights of minorities.
In many countries most of the citizens are far to have similar "expectations" as those included in the Charter in the field of Union of Peoples, Welfare and Peace.
Peoples accept too often their life conditions when they may request similar advantages as those contained in the European Charter if it is properly promoted.
We notice that the Peace process in Middle East could have been boosted and if the countries of this area including Israel had social and human criteria similar to those of the new Europe.
In other countries as Brazil most of citizens accommodate with high poverty and intolerable economic discrepancies in particular by lack of references from outside and remain prisoners of the past more than they think. The recent and current policy in Brazil is a real improvement but still very far from needs.
IV-The reluctance within the European Union
This philosophy might be a good ethical reference to structure the development of emerging countries out of Europe.
Unfortunately within European Union too many Governments of member-States are reluctant to apply the principles of the Charter unofficially or officially as the United Kingdom and Poland which have requested and unfortunately obtained to be exempted from the obligations related in the Charter against the interest of their peoples by the same treaty of Lisbon, which legally enforce the Charter for the others.
Other member-States have even enacted laws jeopardizing democratic rules and impair the rights of free expression and movement within the whole European Union duly guaranteed by the European Charter.
The European commission should intervene y to enforce the Europeans rules within the European Union in the field of Ethics, democracy, welfare, respect of human dignity and not only in the field of economics or the European Union will lose its credibility.
V-The necessary involvement of all the European citizens
The new Europe spirit must remain a referential light for the world regarding democracy and social policy but must strictly follow its own rule and has a real diplomatic body and policy, which is not yet achieved.
The absence of willingness of interference in other countries in matter of social Equity, Peace and respect of Human dignity in case of human emergency is still limited by the dominant resilient influence of the initial economic target of the European Union.
When the life of a people is at risk the immediate action is legal when procrastination of old Europe should be viewed as illegal. Legal field should not be utilized to mask an evident cowardice as in the past.
The ghost of old Europe is still haunting new Europe when
European Governments may put at risk the general welfare of peoples by applying shortermist and social regressive politics.
European citizens should completely take the control of the European Union far from its sole initial economic mission. Economics should be totally rethought if we want to preserve the ecologic vital balance of earth and expand a lasting welfare.
Evolution in many countries will not be obtained by unilateral decisions of leaders but also by constant pressure of their duly informed citizens in the field of social progress and elected representatives should learn to listen and respect the electors or they may tend to lose legitimacy by a correlated a dramatic abstention.
